A submitter is an organization Alberta Health has accredited, after conformance testing, to submit and retrieve claim files over H-Link; Arxeon holds a submitter role and prefix, so Qlynic clinics bill under Arxeon's — or under their own — and there is no such thing as "government-approved" billing software.

What it is
H-Link is Alberta Health's system for the electronic submission and retrieval of claim files by accredited submitters. Alberta Health states that all business arrangements must have an accredited submitter attached in order for claims to be submitted for payment. Accreditation is granted by Alberta Health after a months-long conformance process — it is not a status a vendor can award itself.
Arxeon's accreditation
Arxeon Inc. is accredited by Alberta Health as an H-Link submitter and holds a submitter role and a submitter prefix assigned by Alberta Health. In that capacity it transmits the claims a clinic approves and retrieves the assessments, acting as an affiliate of the clinic (the custodian) under the Health Information Act. The accreditation is for claim submission; it does not cover or certify the rest of the EMR.
Yours or theirs
A physician can become their own accredited submitter or join an existing submitter's business arrangement. Qlynic clinics bill under Arxeon's unless they bring their own. You should simply know which, because it decides who Alberta Health pays and who chases a failed batch.
"Government-approved" software does not exist
Alberta Health states that you can use your own billing software, that approval from the ministry is not required, and that no support is given for your software; files must match the format in the Electronic Claims Submission Specifications Manual. Any vendor claiming to be government-approved is selling a status that does not exist.
Where to look
